the hell happened with the water animation on that pic. reminds me of when you couldnt change the water texture and it was a still image. now to the topic, yes, there should be more sea life. it would pretty much remove that you can catch fish in water you played yourself with no connection to any other lake with life in them. if people want fish to be real, there will be people saying "if fish exists, why not other kind of fish like whales?" and then people want more mobs for the overworld because the sea got a big mob upgrade and it goes on until the game is fully stuffed with mostly useless stuff.
Hence why I think such a proposal to add in more aquatic mobs is a bad idea. "Add this, that, and something else!" We would not heard the end of it.

The trick is to add detail. Here I've merely added a "foundation" block, a "pillar" block, put four trapdoors on each glowstone, and placed a few paintings (these could be substituted with maps of random areas).
