They have been working on this update for almost a year. I would think that it is mostly-complete and ready to be tested by the public.
After 1.8, they focused more on 1.8 fixes and not 1.9

There is STILL no snapshot? What is Mojang doing with 1.9 that is delaying the release this much?
I think that they are going to release the new 1.9 snapshot the same day Windows 10 is released. That, or it could be Microsoft pressuring Mojang to not release snapshots anymore.
That's because the bigger the update is, the longer it takes to get a snapshot. Also Dinnerbone confirmed that snapshots weren't being stopped and would continue

I doubt they would release 1.9 at Minecon. I think they would release the first snapshot for 1.9 and release 1.9 either at the end of this year or beginning of next year.

My friend and I have been playing on a Realm. We recently had an idea for a new base since our old one was getting small and cramped, and since we had a long river right outside the base we had from digging into the side of a mountain, we decided to drain one of the larger chunks of the river, surround it with glass, and make a cool underwater base, using soul sand and magma blocks to make a cool way in and out of the base. I will say draining all the water was an undertaking, but we got it done! At the moment we're adding a floor and everything to prepare to move out from the old base. I CBA to load MC and get pictures right now, but I definitely will later!

Hello. I'd like to think I know my way around the stuff we call redstone. Here's the deal. It gets boring when your Minecraft life revolves around redstone and you don't know what to make. So, I would like to hear any challenges/ideas for contraptions for me to make.

In my opinion the current boat system is a bit too easy. You can craft a boat, and that's pretty much it. After that, there's really no challenge. I propose adding a feature that allows boats to sink if they have too much weight on them. Since boats can carry an extra entity in the back, perhaps it could be in a system where some entities are heavier than others. For example, a villager would likely be heavier than a pig.
Right now extra entities can only be in the back of a boat. However, with this system, an option could be added to put the entity in the front or back of the boat. If there is too much weight on a specific side, the boat will sink, and any entity in it will drown. However, the weight can be balanced by having a player or another entity sit on the opposite side of the boat, which would balance it. However, this weight can also be balanced in other ways.
Side note: I've been mentioning this weight issue as affecting extra entities in a boat, but it would also affect the player(s)
This new system could finally bring a proper use to gold. If you can't be bothered to always have multiple entities in a boat to balance the weight, you can use gold ingots, which have some weight to them. Gold isn't too difficult to find and it's not too easy either, making it the perfect choice. The amount of ingots necessary would depend on the weight on the other side of the boat.
Lastly, this feature would have the ability to be disabled via gamerule.
If there's anything I missed, do let me know, and I will try to add it in.

If you don't want to mess with your router settings, another option I saw on a Minecraft website was installing uTorrent, changing the port in the settings to your MC server's port, and allowing inbound and outbound from uTorrent in your firewall. I did use this technique before, and it worked. Unfortunately, it won't show as open in any of the port checking websites, but trust me, it's open.

So currently in Minecraft, when you want to craft something, you just put it in a crafting grid and it magically fuses it all together to make a sturdy tool. But what if this wasn't the case?
I present the idea of needing tools to craft.
In real life, you can't just smash some materials together and get a sturdy tool.
How about in Minecraft, if you want to craft something, depending on the materials used, you have to use a certain type of tool to put it together.
For example, let's say you want to craft a wooden pickaxe. Since you're working with wood, you would need to use an axe to craft it.
Since it's wood, the lowest level of pickaxe you can make, you can use any material axe to craft it. Even a wooden one would work.
There would be a slot by the crafting grid in both the inventory and crafting table, similar to the offhand slot. In this slot, you would place the tool needed to craft the item. When used, the tool would lose 1-2 durability, and unbreaking enchantments are accounted for.
Another example is crafting an iron pickaxe.
Since you're dealing with a harder metal, you would need at least a stone pickaxe to craft it.
I think by this point you get the idea.
If you need a certain type of tool, you must use a version of that tool made of a material that could break the blocks that are used in the crafting table.
I think this idea would add a certain challenge element to survival by forcing players to carry tools with them, not just be able to craft a crafting table whenever they want

I don't usually play on hard mode, but this just might make me switch.
I've always wanted to see smarter mob AI, because I always see mobs acting stupid, such as creepers not detecting you if you are standing 2 blocks above them, endermen still coming to you when the roof is 2 blocks high, etc. Smarter mob AI would make a true hard mode.

This would not only look really cool and potentially be a new thing for builders to utilize, I've seen quite a lot of hanging signs in my life, and I think it's only fair that Minecraft has them too. Think about it, say you have a sign like this:
< Restroom
^ Lobby
> Pool
This sign would look a lot better hanging from the ceiling rather than on a wall.

The idea is to add a kind of "obstacle" with rain. Right now, rain doesn't really matter. Yeah it's there, but other than the sound and the annoying rain particles, rain doesn't add any kind of challenge to the gameplay experience.

Currently, when rain falls on a block, it just magically disappears. Boring right?
I propose the addition of rain puddles. When rain falls onto a non-absorbent surface such as stone, brick, or wood, it will collect water and form a puddle, which is a bit thinner than snow. When rain falls on an absorbent surface like grass or sand, nothing will happen, it will stay normal.
When a player walks/runs over a puddle, it causes them to slide. Not quite as much as when walking on ice, but still a noticeable amount. Neither redstone nor its related blocks can be placed on a puddle. Puddles will go away when the sun comes back, due to evaporation. Breaking the block the puddle is on will cause the puddle to move down a block. If the block below it is absorbent, or below it is the void, the puddle will disappear.

Are you sure your JVM arguments are correct? Also, make sure you're using the old launcher.
