Your Intel processor probably has integrated graphics (Unless your running the 6700k). That your PC will favor, for Minecraft and not other games.
Right click minecraft icon > Run with graphics processor > Nvidia GPU Processor

Its not yet proven how many frames the Human eye can see, our eyes don't render frames, they don't play videos like our computers. There is no counter for that.
But you will never really notice a change past 60 if that 60 isn't interrupted by frame lag or frame drops.
I run dual 980 Ti's with SLI with a 240Hz Monitor and a 144Hz Monitor. Average 856 FPS (High: 1143 FPS, LOW: 660)
I limit all my games to 60 and 120 FPS. Wear and tear on the cards isn't needed and helps make it last longer.

Mind by the title "crates plugin dev" Possibility of him asking for someone to make this plugin or who already has.
As plugin configuration isn't development but is apart of server development and goes under server developers, but you wouldn't call them "server developers" it is still server development.
As a Developer myself, I am a scripter. But people don't call me a scripter they call me a Developer. Using different terms in different contexts maybe justified and work with what is going on at the time.
Try not to cause drama in places its not needed. It doesn't help your image, and again clearly isn't needed here.

It isn't a bad thing. People who own or creating servers have already had experience in that in the past. You went into it blind. You will run things differently than others, see things differently. You are basically the player. Making what you want not what you think what others will like. Let your clueless self as an owner drive your community. Don't let others dictate it for you.

Since your running a Intel CPU, mostly likely your running with integrated graphics. By default minecraft will run the integrated graphics. Reason other games run just fine as your PC automatically detects the integrated will not run that or set by game developers, used to set automatic settings.

You can set this also in Nvidia Control Panel.
Your PC will lower clock speed based on the temperature and current running tasks. Your PC will not over heat your PC will automatically turn off when it gets to hot. AMD & Intel CPU's have a temperature limit of 82c to 86c max. If this temperature is persistent you need to figure out your systems cooling. Programs like SpeedFan, and CPUID HwMonitor will help to tell you temperatures in your PC. From highest, lowest and current. But it should limit your performance to much unless your system has overheated.
Both of my PC's are built for performance and they run windows 10 just fine. My older PC, is running 750 Ti with a AMD Quad-Core.
