OP stands for "original post." It's the very first post in this thread where the download and all the other information about the mod is located. It's always created by the modder, or, in rare occasions, someone acting as a manager of the mod.
As a newbie, here's my big tip to you: when you check out a mod, ALWAYS read the OP! You can skim it if you prefer, but once you download it and if you find yourself unsure about ANYTHING, then read the OP completely. For example, there's a section in the OP explaining how to change the Armor ID numbers so the colors match the proper gem.
Also, if you ever have an question/issue with something and you can't find an answer in the OP, do two things: read the last 3-5 pages of the thread, and use the search function in that thread. If the OP, the last 3-5 pages, and the search function don't answer your question, then go ahead and post your question/issue.

Hmmm. That's the block ID, but I'm not sure how to use metadata with that.

It looks like it's returning 0 no matter what anyways. In that case, use SuperPickaxe's tip; that may not be the correct method considering it returns 0 no matter what.
