1) There is probably an active service/process using the port 25565 - Solution: Check if there is a java active process running under that port and stop it
2) The IP address you have set on your server.properties is not in part of your network - Solution: Make sure that the IP address you are assigning to the server has been assigned to your machine, or just set that option blank
What you have to do is Port forward your Modem --> Router's assigned IP where your PC is connected at and then port forward your Router to your PC's assigned IP.
Check the make and model of each in order to find documentation on how to achieve both processes.
Hmm if you don't want to spend much money on your project, then take a look at https://www.online.net (Although it looks like most of their servers are sold out) they have DC's in France as well, idk if they offer ddos protection.

And try again, if that doesn't work allow from 15 mins up to 72 hours for the changes to propagate.

Are you the one trying to join your server using your pub IP? If so, just use localhost and send your public IP to your friends.
Check if an antivirus is blocking the software blocks too.

Since you have a Router connected to Your Modem, you will have to do port forwarding at both devices.
For instance:
You have to portforward port 25565 on your Modem through the IP that has been assigned to your Router
Then you have to portforward port 25565 on your Router though the IP that has been assigned to your PC
Make sure that the IP is static on your router and PC to avoid headaches
