I'm having the same exact issue, as of today. For days the server was normal. The issue also happened to me after my computer shut off unexpectedly.
Edit: In the console, do /gamerule RandomTickSpeed 3
This sets time back to normal, it fixed the issues for me with plant growth and stuff. If mobs still don't drop anything, do /gamerule doMobLoot true
