Verify ports are being forwarded. Best way to try and setup an FTP server on your computer. Forward the port to your computer then try to connect to it from outside your network. You may also want to try turning off your Windows firewall if you haven't already to see if that's not what's causing you issues.
Three most recent posters please check your port forwarding is or is not working with e.g. the free download on portforward.com or a web service (search "port forward test" or something, there are a bunch). Post results.
Alright, so it seems to be an issue for my router, it views everything as closed, no matter what. Oh well, maybe I'll figure it out somehow, Either way, thanks for trying to help.
If it was already at 1024 MB, you might put in 1536, or 2048 MB. Normally it should have 1GB (1024MB) of memory allocated, but sometimes it'll need more.
Also, when it talks about memory, it means RAM, not your hard drive (Or SSD.)
1536 MB = 1.5 GB
2048 MB = 2GB
I've dealt with this issue before, and the easiest way that I found was actually a mod out there, but that doesn't seem to work for everyone.

Port Forwarded the ports in my router. (Verizon, if it matters)
Made exception rules on my firewall
Checked while the server was running.
I've turned off my Antivirus, and I'm on a static ip, any suggestions?
