So you seriously need to do something with the 2farm. Either make the crops sell better or make the farm available to lower ranks because as it stands its too little too late.
Reasons which I feel you should keep spout dependency:
A - Custom Shops with a custom interface
B - Capes, Bracelets, Wings, Tails, Etc. - Identify species and race at a glance, helps with the theme of the server
C - Custom Music and Fog - Improves ambiance. Get rid of it and remove the "feel" the server had.
D - Barrels - I would have to go in and remove the metric f***tons of barrels we have all over the place
E - Skills system - Improves the rpg aspects. Better than mcmmo in my opinion.
F - NPC's Interactivity - Have bankers and trader npcs be more efficient and look more professional.
G - Not as unique a server - Tons of servers have the aspects that just bukkit brings us. The systems above make us unique in that we can be one of the few people to claim we can do this
H - Better People - If we're going to have people apply for an in depth character to play here, using the spout launcher would be the least of their issues
I - Nameplates - As bad as they are right now we could configure them to work really well. Get rid of spout and that all goes away.
All in all, abandoning spout would be a bad idea because it would cripple basically half of our functionality. The reason I joined this server in the first place was because of all the added functionality spout brought to the table. I would probably stay if it were removed, but the server wouldn't be nearly as good as it is right now.
I think what we really need to do is emphasize all the neat things spout gives us. Banking, Shops anywhere, Npc's, random events. Make these the focus of the server and it will attract more people!

II. Questionaire
Explain some rules of Eternal Imperium (minimum of 2 rules explained):
1 - No Powergaming: Dont force any other player into any situation. For example, having them say something or making them join an event or situation with you.
2 - Stay in Character: Never perform any feat not listed by your character. If I claim to have no affinity to magic, I sure as heck shouldn't go enchanting willy-nilly. I will most likely be restricted to level 1-5 enchantments, and be forced to hire a mage to do my enchanting for me.
3 - No Griefing: Don't break that isn't meant to be broken. This one is simple.
Explain some Roleplaying terms to show you know what roleplaying is (minimum of 2):
NPC - Non Playable Character. These are usually quest givers, are controlled by admins or a plugin such as citizens, and never enter combat unless specifically designated as a faceless redshirt soldier or guard.
IC - In Character - Any action taken under the guise of the character you are roleplaying as. Combat and most chat will be done in character. When questioning a n admin about a server mechanic, if an event should be started, or to report a rule violation, instead the player should use OOC, or talking as yourself without your persona.

Character Appearance: Male, Caucasian, Slight suntan, clean shaven, black hair, shaved bald monthly. 5'8'', Medium build, lean muscled, average face. Not handsome, not ugly.
Character Personality: Calm and polite to noncombatants, tends to be verbose and wordy when off the clock. Though not particularly intelligent, loves philosophical works and legend. On duty, tone of voice drops to consummate professional. Uses as few words as possible to get the point across. Capable of showing restraint, but can let emotions consume him. In this enraged state, has a tendency to act irrationally, and charge head on with a sword instead of typical ranged tactics. Has military training, so capable of following orders, but will refuse to follow if they conflict with his moral code, unless enraged. This training lets him remain solely focused on an objective, but makes him extra susceptible to mind control magics and suggestion, though more difficult if asked to violate moral code. Excellent with a bow, trained in their usage extensively. Half decent with swords, not likely to use anything better than iron. Prefers armor that makes little noise and doesn't inhibit motion. Leather and chain are both all available. Iron helmets and chestplates are the highest he will wear normally. However, If expecting a head on confrontation with little room for maneuverability, may don heavier armor. Trained in potions, can make level one of any type, and level 2 heal, regen, instant damage, and speed. Not skilled with enchanting, can only use up to level 6 on any piece of equipment, except bows, which are capped at level 10. Skilled with anvil, can use any level enchanting books. Cannot CREATE enchanting books. Tends to carry a few tools as military standard when available, such as tnt, redstone, and pressure plates for landmines; fire charges/flint and steel for campfires, small quantities of netherrack for kindling; milk as a homemade antitoxin; and a trench shovel for fortifications, minelaying, and campground clearing. Fights well in high maneuverability high cover environments, such as urban, woodlands, or tunnel networks. open fields or large empty caverns, however, do not support his fighting style as well.
Character Background (min. of 2 paragraphs):
The Bain family has a long history of military service to the Republic, with several medals and honors granted to various members of the family throughout their ancestry. All men and most women in the family have held a position in the military at one point or another. As a matter of fact, a Bain that has NOT served the Republic in one way or another tends to be regarded with no small amount of contempt. As a tradition, all Bain children, by blood, not name, are taught to be skilled with a sword and bow from a young age. At the same time, all Bain children are taught the Bain code of honor. The Code exemplifies fair treatment of noncombatants and civilians, no matter which side they are allied to. One ancestor, Samuel "No-Sir" Bain, became well known amongst certain members of the Republic armed forces for refusing a direct order to torch a town of Citadel-allied civilians during the Offensive.
In the tenuous peace today, Tychus was raised by his father, Jurgen, and mother, Alyssa. Jurgen is a "vanilla" Bain, serving a 10 year stint in the military then settling down in a small republic province to raise a family. Alyssa is the apothecary in the village Jurgen settled down in. Tychus lived with his mother, father, and sister, Jenna, for the first 15 years of his life. During this time, he was trained in basic combat, and took a particular liking to the use of a bow and arrow for game hunting in the woods surrounding the village. Capitalizing on this, his father trained him in the use of the bow as a combat weapon, and a movement style exemplifying stealth and speed. Meanwhile, he spent his days with his mother, learning the tools of her craft. Though not a master potion brewer, he is competent enough to make weak versions of almost every type of potion, and powerful versions of the potions which synergize well with his skillset. He was a B average student in school, only focusing on math enough to measure potion ingredients and explosives. He found respite in history lessons, however, loving to study tactics of battles long passed, and how he could take advantage of troop movements to sabotage the enemy.
With this love of history in mind however, he spend no small part of his childhood reading combat manuals and historical battle records in the village library. It was here where he gained a very tenuous grasp of basic tool enchantment from the journals of an apprentice mage who donated them to the library ages ago. Hoping to find the weakness of spells, he instead learned the most basic of enchantment, gaining a slight proficiency with bow enchants as it was what he attempted to enchant the most often.
At the age of 15, He left his family behind to join the Republic Military boot camp. For the next three years he was ingrained with military training, building upon what his father taught him, and specialized in their sharpshooting division. Upon graduation at age 18, he was assigned to the 57'th Imperial Aquila squadron, more commonly known as the Yellow squadron due to the yellow caps they wore. Though the Offensive was, at that time, long over, he would spend the next three years with the Yellows, defending towns and cities throughout the Republic from the wide variety of creatures, and raiding the hideouts of several bandit clans under republic orders. During this time, he earned the nickname "Troubleshooter" due to his ability to enter a warzone, find trouble, and shoot it. after three years, he resigned from his post with the Yellows, with a standing invitation to return at any time, to find work as a police guardsman. Doing this for another two years, he now roams the area looking for either a good place to settle down or a noble cause to fight for again.
