We do use the official warnings a lot for borderline rule-breakers.
Personally, for people that are being a nuisance or could simply use some guidance, I PM them. That's usually all it takes.
I think that if someone is really bothering you, you should send them a PM and tell them why. Many times they respond nicely (though sometimes not so nicely). And remember, if such a situation with PMs comes up, do not forget that you can also report PMs.
Finally, if there is a forum-wide issue, please do not hesitate to PM or e-mail the admins. Not that this thread is an issue, but sometimes making a public thread about something bugging you does more hurt than harm. Be sure to keep that in mind.
