I posted earlier the problem, (it's the post with like 3 videos only a few pages back)
It is just a minor problem, but a bit annoying. So basically in widgets.png there is a line for the texture of the buttons in menus when you hover over them. I added a 2 by 1 stroke to this button (not an actually effect just drew a line around the button) and half of the stroke just disappears when in Optifine U H6 1.8 when I am hovering over the buttons in the control menu panel. I learned that that button texture is actually cut in half (like imagine cutting a rectangle in half to form 2 squares, not sure the term for this). So the second half of the texture is discarding I'd guess and the first half is used for small buttons, and is just doubled to form large buttons. But this still doesn't explain why my stroke was also cut in half but in the opposite way. Sorry if this sounds confusing.
I am using a bit of a combination and personal edit of resource packs. I am still finishing up mine so I don't want to release it yet but it is based from:

Now I have no idea how to check how much RAM I have dedicated to Minecraft. So this is all I got for you, I hope it helps!
Ok so I had already tried to do this color.properties file in the mcpatcher folder before with mcpatcher not optifine. And it didn't work, even in 1.8. But I am still going to try it in Optifine. But I noticed something in that bottom link you sent me (https://raw.githubusercontent.com/pclewis/mcpatcher/master/doc/color.properties)
So if you scroll down to part about colors for each potion effect, there is a note that seys this "
Final color is the average of these colors weighted by level of each potion
# effect."
Now I don't completely understand what that note is saying but does that mean I need multiple hex codes per potion?
EDIT: I just realized another question. When I am doing this am I changing the color of the item potion, or the particle effect that potions give you?
Does anyone know how to use custom colors to change the color of potions in 1.8? The wiki and google haven't been very helpful. And that link to a custom colors lightmap map doesn't work for me.
Ok, So the bug I found was as I said before in Optifine 1.8 U H6. So if you look in your widgets.png (in your gui folder). Above the earth in magnify glass is a bar. This represents the texture of your buttons throughout your menu panels when you hover over them (I think, don't quote me on it). I added a stroke to this (2 pixels wide). So when I hover over buttons it adds a stroke. But when I go to my controls panel and over buttons it only gives me the top of that stroke. The bottom of it just disappeared. This only happens in the controls panel. I also tested this with forge and without forge and the glitch is the same. I also tested this stroke texture in 1.9 optifine and it worked perfectly fine.
For some time now, I have been trying to change the color of each individual potion in my resource pack. I know there is a way to do this using MCPatcher and Custom Colors. It also looks you can use Custom Item Textures. But using the wiki guide and a forum post already here I couldn't get either to work. I was wondering if someone could direct me or tell me a more in depth guide. I am on mac btw, but it shouldn't matter. Also I am using MCPatcher for 1.8.
I have had issue doing custom colors and changing the color of potions. I am using a 16by16 texture pack and am on mac. Can someone help me use custom colors with potions? Also I am trying to use MCPatcher to change the color of water, not sure how to do that either. This is for a 1.8 texture pack by the way.
Is there going to be a sequel? I watched Mr Woofless's video on the map and it was awesome. I look forwarding to playing it myself! Also I loved the plot, I hope you continue it!

I don't think those are the same problems, or maybe I just am not understanding that person's problem.
