Not overly. It all started when someone decided that January should be the start of the year, and not March, which is why the have those weird month names, and why our leap day is in February, originally the last month of the year.
Should we rename months to something else, since it's pretty obvious they now have nothing to do with the moon?
Notch did try UDP at one point when implementing SMP, and it even dealt with some out of order packets. At some point he decided that UDP and TCP are about as fast if both are implemented correctly, and so went and implemented the current TCP protocol.
It might've been a spider jockey where the spider is still around, but not where it should be, and the skeleton is staying there for some reason. Why is the spider not in the right place? Not sure, the skeleton should TP to just above the spider. If the spider has died, the skeleton should not be sitting, as it has unmounted, and the same should happen if the spider despawned, or was unloaded. Maybe it's a weird glitch that happened once for some reason.
(Edit: If you want to extend the length of sunshine, not remove rain altogether, the base command should be enough. It does have a limit, but the limit is quite high)
If you are on 1.11, you could set the doWeatherCycle gamerule to false, and that will ensure the weather is always sunny. However, if you want rain, you will have to turn it off sometimes and then set it raining.
Or you could do what used to be done in 1.10 and below to keep things sunny, using a clock activating a command block. There are many different clock designs here, including some long period clocks.
