Just like the lanterns, he probably wont implement this at all... Hopefully because I like making my own adventures without being bothered by quests and a story.
And like Vibhor said, Notch is only a game maker, not a author.
A game like this is meant to keep developing and developing and well never stop even after beta... So keeping this game 'simple' is most likely impossible and well soon get boring.
See, but that's the difference between the Camera and a simple Screen Shot.
While they would work the same way essentially, its a matter of where you're showing it. Using a camera in game would make the picture displayable ONLY in game, where as using a Screenshot would only be displayable OUTSIDE the game in a forum or some such. If you'd read what I have so far, pictures would become like paintings or signs, where you can place them in game to show people something, without dragging them to it. You'd be able to take a picture of some hidden location and display it in game to show your friends, rather than gather everyone up on the forum to post the picture.
It's just a way to make the community IN GAME a little more... well... like a community! So you don't have to constantly leave the game in order to organize something cool.
Well a which is faster?
A) Hunt for diamonds.
B)Print Screen -> MSPaint -> Place in art image -> Play game.
But I guess it all depends how has you find diamonds but that is virtually impossible because there so rare.
Unless you mean like showing EVERYONE in the server without having everyone download a custom art file just to see it.

There is no need for this, sorry if I sound like a troll, but its true... I can simply use the PRNT SCRN button or use the ingame screenshot system.
Its a nice concept but when you think about it, there are loop holes in almost every plan/suggestion/etc.
And that's why you don't go around wearing scuba armor around unless you are a Big Daddy. Just unequip it. Anyways, it could be used to breath underwater. After all, if a fishbowl has been used to breath underwater in media (or space!), it wouldn't be that bad to have that in Minecraft. Maybe a little too comical, but not a bad idea.
And, its glass, there's no air getting in and out, its like Mario Sunshine, your scuba armor is a ****ing glass bowl. And no air tanks.
