I have a similar problem as jonabrv2015. The character model still makes the hand motions when I right click on the dialer with a rune in hand (and doesn't on other blocks), but it can't apply the rune.
Odd thing I noticed: I can place a rune on the portal dialer if I face the portal dialer, save and exit, then as I load that world up again right click on the portal dialer with a rune very quickly. There's a small window while the game is loading in which it works. Once a rune is in, it can be exchanged with other runes. But if the rune accidentally gets removed, then I have to save and exit again.
I don't know too much about how the loading sequence works, so I'm not sure what this could mean.
