    When you enter the radius, don't put the <> around it. Hope I helped

    "/effect @a[r=300] minecraft:saturation 10 1000000"

    An easier, more efficient way would be to use two command blocks, the first on in the area you're testing for. It should have

    /testfor @p[r=(radius here)] And then be connected to a block that applies that effect.

    All you have to do is set up a simple clock, and a reset button of sorts. See if this helps!

    You could either use multiple command blocks with redstone on top,

    Or you could give them a chest that when placed has the items in

    /give @p chest 1 0 {BlockEntityTag:{Items:[{id:iron_axe,Count:1,Slot:0},{id:log,Count:16,Slot:10}]}

    You can add other tags like name and enchantment after the count and slot. Also visit my blog I have a few tutorials on this :D
