Because PvP and PvE before 1.9 is terribly boring, it depends on client lag and on players and hardware resisting spamclicking.
Yeah let's add more idiotic stuff to the game so that it breaks even faster. Multiplayer got worse after the so called "bug fix update". I wonder how much worse it will be with this. A few more updates and the game will be unplayable on multiplayer and bam, dead game. Cant wait. >_>

If I remember correctly, you need -Xmx at least 2GB for 1.14 - you set 256 MB (last line).
Correct your custom settings.

Also you can try to enchant them at max level (if you have the choice, use netherite ones, they have better enchantability than diamond), to obtain the maximum enchantements possible before adding books.
If you don't get a starting set of enchantments you like, you can grindstone them and start anew. This usually will save some penalty cost on the anvil, making further enhancements with books possibile.

Upgrade your Intel drivers. With a i3 CPU it's possible but unlikely that you have a discrete GPU, so you need to update your Intel graphics driver to the latest version.
Also keep in mind that if your mods are CPU bound, your CPU may be not up to the task. It's a low-end CPU from 11 years ago.

Also you can use external tools to delete visited chunks you did not build anything in and have Minecraft regenerate those chunk with new world generation algorithms.
You can do that with mcedit or you can do that by hand if you know the files corresponding to your world coordinates (not a simple task, but it can be done).

Have a look in spectator mode (if you can) and search a whole 48x48x48 cube (actually the wiki says it's a sphere, but since you are there) and see if there's a lectern. Sometime villagers pathfind blocks that they cannot actually reach.
If you are on a server, ask the administrators if they provide any plugin that alters the behaviour of the villagers.

Look out if you have teoretically reachable lecterns in their path and distance.
Sometimes you have some lecters lying around for decoration and the villagers pick them even if they aren't supposed to reach them.

It depends. Useful for creepers, definitely not useful for skeletons.

If the port is not seen, the port-forward is not set up.
I suggest trying to connect to your server with a Minecraft pointing the client to 192.168.8.104 (it seems the case) to see if the server has the port open and it works.
Also check that your server has a local (or private) STATIC ip address, if the address is taken by dhcp you must RESERVE the address to the server, otherwise if the server changes local ip, the port-forward will never work.
If the server don't use dhcp, make sure it gets not only the IP address but also the default gateway and the dns server (these are mandatory to resolve Mojang/Microsoft authentication servers).
Finally, check your PUBLIC ip, it usually changes very often and so from one test to another it can already be changed (you can check with whatismyip). There are solutions for this but until the bare port-forward works, they aren't useful.
