Usually lag on the server has little to do with memory. When a server runs out of memory it usually just crashes.
What causes the server lag is not having a good enough CPU :/.
I don't know if this is the case for you, but for me, I have a very good CPU, and running modded/vanilla servers even causes lag.
So I have to run plugins too, odd I know.
If this is the case for you install Thermos/KCauldron/Cauldron (1.7.10 and pre) or install Sponge (1.8 and after).

Sorry I am not sure about that. I have not used BIOS much to help you with that. The unstable frames must just be caused by where you are in the world.
I just noticed one of your mods...

Because you stated that the client works just fine (I am assuming single player works fine) and if the mods you got on your server the same exact one as in your client, I think the problem is the wrong version of forge (check if it matches the forge version of your client). If you cant figure this out, I need your server file?

What modpack are you using (if yes list them)? Try reinstalling the pack. What I see in the report you probably messed around with some files...
Anyways if that doesnt work, try updating/deleting mods like fossils and archaeology that are seen near the end of the crash reports.

I am sorry to inform you that there is a low chance for someone to step up for free on such server. This server does not look anything special (especially when on a single server you got all the stuff). My tip for you friend is to offer money and/or make server look like something devs maybe interested in spending there time on.

LAN can be pretty glitchy. Try hosting a server on your computer. Because you want to play on LAM you do not need to worry about fort forwarding and all that.
Creating a server should be easy as the atlauncher gives you an option to install server. once your server is installed:
1) Run it
2) Agree to the EULA or the server wont start
3) Find your ipv4 by going to Run->And typing in "CMD". This will open up a command prompt. Here you type "IPconfig" and you should find your "IPV4" somewhere here.
4) You and the other guy connect using your IPV4
(Note: Instead of using the ipv4 you can also use "localhost" but I am not completely sure if it will work for both of yall)

Plugins are modifications on the server (similar to mods) that are only server side (only the server needs to have it)
So when on the vanilla MC you join a server and you got all those fancy commands like /home and you got factions, skywars, are all added by plugins. But plugins are different than mods because they are limited by what the can change on the server. (EX: They cant add new blocks only modify existing ones)

Anyways back to your server. So you titled the post

Bukkit you see doesn't support mods. It is a loader for plugins. So to run mods AND plugins together you need something like thermos. So one issue you said was related to the minimap mod. It is important for you to realize some parts are only server sided and some client sided. Minimaps are client sided so do not add minimaps to your minecraft server. One way to think about it is for example using a texture pack. What texture you use has nothing to do with the server.
So because you are having a lot of trouble with your server I decided to create you a 1.7.10 Thermos (got mods and plugins) server. I added some basic plugins to it, and you can look for some more plugins at https://dev.bukkit.org/bukkit-plugins/.
There are no mods, so you can add what ever mods you want into the mods folder. Don't forget to put into your hamachi ip into your server properties, and make sure you understand mods vs plugins.
I am not sure how much ram your computer has, but I have set the server to dedicate 1.5gigs of ram to the server.
