It's been a few years since I last managed/hosted a Minecraft server but as I remember, you'll need to either OP yourself, or if you want to give full permission to a group then give admin inheritances to the group you wish to give permission to.

Well, I decided to make a little guide about Towny, I might be mistaken somewhere but feel free to reply and tell me =)
Hi,
many of you might not be experienced with Towny and might not be sure what to do or not even sure what a town means.
So I decided to make a small guide.
Step 1 (Understand the plugin):
Lets start with residents.
Residents are the players, you can check your resident by typing "/Resident".
You will get information as, how many plots you own, registered (when you joined), last online, town permission etc.
You can check others aswell "/Resident (player name)"
You can add others to your resident/buddy list by typing "/Resident friend [Add/Remove] [Player Name]"
There are more commands for resident but you can simply check it yourself by typing "/Resident ?" or "/Resident Help".
Step 2 (Understand the prices):
On each servers there are different prices for making a town, keeping it (Daily taxes), nations and plot claiming.
On this server the cost of making a town is 5k ($5000), that is pretty cheap by thinking of the voting so that will be no problem.
Upkeep (Daily taxes) is 10$ per day, basically you need 10$ in the town bank each day to keep the town up or it will be removed.
I am not 100% certain on the plot claiming price but I will give a quick guess and imagine $25.
Nations are like an alliance, you have a nation chat and the leader can set custom prefix aswell.
There will always be one person who leads the nation but there can be assistants/moderators on the nation that can invite others etc.
Nations are expensive, they cost 50k to purchase and $100 to keep it up each day.
I will highly recommend you to join another Nation instead of making your own, you will gain more claiming slots on how many towns there are in the nation.
Easy said, join the one with most towns inside the nation.
Step 3 (Getting started):
Each plots are 16x16, when you create the town the plot you are on will be claimed as your spawn, but don't worry, you can change it later, we will get there soon.
Find a good place where you can expand your town easily.
Type "/Town new (name)".
There we go, you finally got yourself a town!
If you are not happy with the name you can simply change the name by typing "/Town set name [Town Name]"
Next thing you might want to find a good spot inside the plot to spawn on.
To change spawn location, type "/Town set spawn"
You have finally created a town and got yourself the spawn location you wanted, but you want to expand it.
As I mentioned earlier, the plots are 16x16 so I highly recommend you to find the corners of the plot.
When you have found the corners of the plot you want to duplicate it, as in make exact same size to left/right/front/behind, it always has to be related.
When you have found the corner you can use "/Plot claim".
You can of course claim it first, then find the corner but decide yourself.
Step 4 (Player Management):
Now you have expanded your town and you want someone else to join you.
To invite a player you have to type "/town add [player]".
If you do not want a player who is inside your town you simply type "/town kick [player]".
To make the town public so anyone can join, just type "/Town toggle public", if you want to turn the off, just use the same command over again.
Maybe you don't have time to be on the server all the time and you want others to invite players, claim plots and manage your town aswell?
Well, it's is a form of moderators but on Towny it's called "Assistants".
If you want to promote somene to Assistant, type "/Town assistant add [Player]".
If you want to demote someone from Assistant to an ordinary player, type "/Town assistant remove [Player]".
"/town set perm [resident/ally/outsider] [build/destroy/switch/itemuse] [on/off]"
Players can often break and place blocks anywhere in the town area, but maybe you want them to only build in their plots?
Well that requires you to change their permission, but don't worry, it's pretty easy.
To set your members permission to build only in their plot you have to type "/town set perm resident build off"
You are not done yet.
As you can see, you only turned off building, you also have to turn off destroying.
You simply replace "build" with "destroy" as in:
"/town set perm resident destroy off"
If you want to change so alliances can build or destroy aswell you change "resident" with "ally" as in:
"/town set perm ally build off"
To check their permission, you simply type "/town set perm (level)" [Level means ally/resident/outsider], it should bring up the permissions as this:
Step 5 (Economy):
The economy on towny is pretty simple.
To start with, there is a bank, town bank.
The Town bank is where the money will be stored.
The daily keep up ($10 as mentioned upper) will be taken from there, and the plot claiming.
When someone buys a plot or the plot taxes comes, the money will be transfered to the town bank.
You can withdraw and deposit to it but I highly recommend you to have some money there.
Plots are one of the incomes you get for the town,
you can change how much it costs to buy the plot
To put the plot for sale, type "/Plot forsale [How much it costs to buy the plot]".
To put it away from sale, type "/Plot notforsale".
You can also toggle pvp/fire/explosion/mobs inside a plot, which is very smart if you want a pvp area.
You simply type "/Plot toggle [pvp/fire/explosion/mobs] [Off/On]
To set taxes you type "/Town set plottax [amount]".
You don't have to set any taxes but it's very smart to keep the town up and running.
Extra Information:
- You can only have one mayor, but how many assistants as you wish.
- There are also a rank named VIP but I am not 100% sure what it does.
- To go to town spawn type "/t spawn" or "/town spawn"
This guide was made on me, I did not use very long time on it but I hope it's enough information to get you started.

Notice, this is a Tekkit Classic server.
I have a problem with AutoRank, probaly simple for those who know the plugin well.
I've configed AdvancedConfig and SimpleConfig but neither of them work.
I am well are of the setting where you choose which file that should work by the way.
When I am on the server and use /ar check, this message comes up.

I am making a roleplay server now.
I was wondering if someone was able to make a map, banner, server icon, trailer or a wallpaper?
At least one of these, I can pay if you wish to but it needs to be good then.
If you are going to make a map it needs to be a mountain, village and places to explore.
It will be about angles, demons, gods and templars =)
