I had the same problem before, and for me it was because i was using an unofficial minecraft laucher (the one for people that havent bought the game) because it was faster (no password needed). I just had to use the real minecraft launcher.
Hey i searched this a few days ago looking for an answer. I found this and i was happy but still annoyed that id still have to move my minecraft app whenever i wanna change themes. So i looked into it and i found out that in order for Minecraft to be able to read the texturepack, the files need to be in a zip file, NOT THE FOLDER CONTAINING THE FILES TO BE IN A ZIP.

I have a shorter way for that... The problem is that Safari unzip automatically the texture packs, but in safari's options you can disable that (search a bit in th options, you will find), and everything will be okay, or if you dont find how, safari is supposed to place the original .zip file in the trash, and you can take it back.
If you see the launcher : the button option, then force update
If the launcher doesnt open, go to your appdata, and erase the bin folder of minecraft, the game will download it again
