I am still looking for a solution to this answer. Any answer (relevant to the thread) would be appreciated, even if it is referring me to another place to get the issue resolved. I would really like to up my render distance higher, but I am unable to due to this rather weird chunk issue.
I have:
~ Deleted the .minecraft folder
~ Tried OptiFine (Who knows, may work)
~ Rebooted my Computer
~ Reinstalled Java 8 x64
~ Removed Java 8 and installed Java 7
And all I have been able to do is slowly increase it a little more. Right now, I can do up to Render Distance 12, but no more.
For some reason, my Minecraft Chunks aren't rendering correctly when I set my Render Distance to 10 and above.
Here is a still screen shot - EDIT: Added more images via Upload an Image.
Problem is, when you move your character/camera around, it completely changes, and sometimes pulls objects around the area, and places them into weird positions! I have no clue what is going on, I used to use OptiFine, but removed that. I've had this issue on an older laptop I used to play on, and now it is carrying over to my new one!
Any help would be highly appreciated!
EDIT: I decided to downgrade to Java 7 x64, and am still having the same problem. Thing is, the problem only occurs on Render Distance 11+ now, nothing like before. I have also added more images trying to show the problem as much as possible.
I am seeking advice on how to properly configure some portions of my server. I'm not asking for anyone to do this for me, I would just like some advice on how to properly set things up. Thanks!

I may not be new to Minecraft, but I am new to Minecraft PC. Coming from the land of XBOX, I am assuming I am not "all knowing", and I should seek advise from those who have properly configured servers. I'm not asking for you to do the job for me, but help me understand the dos and don't of a Minecraft Server.

I have just recently purchased a new Minecraft Server from CubedHost! <- GREAT Company by the way
Anyways, I am looking for about 3-4 people who can play on a Vanilla server respectly, and won't cause trouble.
This server does run on Spigot, and performs quite well.

I would like to get the maximum performance out of my two computers to play Minecraft. I am currently running the server on my weakest machine and playing Minecraft on my better machine. Only problem with my best machine is the graphics card suck on it, while the server tends to have better graphics. But, the weaker machine doesn't have a dual core processor and only has about 1.5GBs of RAM. The newer machine has a Dual Core processor and 2GBs of RAM. So which one should I run the server on and then play Minecraft on? [I do plan on getting a better computer soon! I just want to know for my current setup!]

We start off with NOTHING but are hands. [In other words, you gotta mine for everything!]
We have to build a shelter before the first night! [If not, I'm pretty sure it's going to be a rough night.]
You CAN keep playing even if you die. [In other words, it's not one of those servers where if you die, you have to leave.]
You will NOT be able to attack other players. [This is part of my Anti-Griefer policies. Sorry about this.]
TNT and Fire Spreads WILL be ON [If you burn to death or explode, it's not my problem.]
You REQUIRE a Mic. [This is so we can make sure we are communicating. If we can't communicate, things could go wrong.]
This server will start up at 7:00 PM Central Time.
