I am the father of an avid 8 year old Minecrafter. I play from time to time with him (or I used to). I am moderately computer (PC) literate. I learned how to port forward, and get servers running at home. Also, my nephews in a different state have logged into our server without issue. I also learned how to successfully change a single player game into a server world.
We had not issues until (to the best of my recollection) v 1.7 There may be no link at all between the fact that 1.7 was the last version I was able to run a server, then again it may. One other abnormality I remember was that only when hosting, I would sporadically need to reset my router. I have no idea what was going on there.
When we discovered I could no longer host games on servers at our house, I decided to buy a new router, since running a server was the only time I regularly had to reset it. I figured some component in it was failing or burning out.
We bought a base model Linksys as to my knowledge it is a trusted name in the router world. My previous one was the cheapest I could get on that day I was shopping. After installing the router and checking web connectivity on all machines it was discovered that there was no improvement on the server issue.
The message I get is as follows
"Failed to connect to the server"
java.net.connectexception: connection refused: no further information:
Besides purchasing the new router, here are the other actions I have taken:
Disabling all firewall and security and antivirus software running.
Uninstalling and downloading the current version of JAVA and installing.
Wiping out all Minecraft elements on my computer and re-downloading and re-installing (v1.8 game and server).
After doing all this on one computer to no avail, I decided it must be something gone haywire in the network settings of my computer. This evening I took identical "fresh start" measures on my wife's machine, and I am still getting the same message.
It is my understanding that the port forwarding is only a consideration for people out on the internet trying to play on our server (vs local intranet) but regardless, I always forward the port.
I hope I have described my problem in sufficient detail. I apologize for any redundancy. I am not a hardcore Minecrafter I am more of a hardcore Father! :-) Please help me out!
Not being able to play in server mode is a serious bummer in my house and also I would like to think it is a feature I paid for that we can no longer enjoy. We did purchase two separate accounts specifically for this purpose. Otherwise I do not play myself.

This worked for me. Apparently this began to be an issue in v 1.8
