I don't think it's so easy dyzh. He wants to animate the slab which takes the texture by the Brickstone itself. So you need to animate the brickstone. For that, create your frames, put them into the brick.png, in a vertical line. Then create a brick.png.mcmeta and open it with Editor. Put in this text:
In height, replace the 1 with your number of frames, in frametime, replace it with the duration of each frame, 1 frametime means 20 frames per sec, 2 frametime means 10 fps and so long. Behind frames you put in the order of your frames. The one in the top of your png is frame 0, continuing to the bottom. So if you have 10 frames and its ordered correct in the brick.png, just put in 1, 2, 3, 4, 5, 6, 7, 8, 9, 10.
If you need one frame to be longer/shorter, put in
{"index":yourframe, "time":yourticksofthisframe},
in front of the frame counting.
When you finished, save it with the encoding ANSI.
If you use windows, just open your pack.mcmeta in the Editor and Save as, under the same name in the same directory, but choose on the down-right the encoding ANSI instead of Unicode or UTF-8, which is chosen by default.
You need to convert it with the Texture Ender.jar, then you add the new textures and there you go. If you don't add them it just takes the default afaik.

The new Resource packs are here to confuse the unexperienced texture pack makers. So I thought, show them what you can do with the RP and give an exact explanation to the folder structure of a complete Resource Pack. This is NOT a tutorial how to make textures.
I made a complete Resource Pack out of the standard minecraft files. In nearly every folder is a txt-file with further information.
If you find hard English mistakes (I'm Swiss ^^) or other wrong information or want me to add something, just post it down here.

NEI doesn't work for me . I installed it into coremods, and im using Forge 4.6.12.511. When I'm in the menu and click on Mods, there are CodeChicken Core and Not Enough Items. But in the game I don't see anything of it. Pressing O doesn't help
There is no error, but NEI.cfg isn't generated too.
