The host name issue leads me to believe it is a problem with your home network. Have you insured your router has for some reason not put up its own firewall? Has the IP of the server changed? Further more have you done the basics and power cycled your network?
I have PEX on my server and need someone to help me set up permissions on my server becuase i do not understand any of this considering that I'm only 13 if you can help that would be great. Message me for ip.
I have some tutorials I can run by you to assist with your PEX issues. Have you checked out the sticky on permissions? I'd also suggest taking a look at this thread about how to post in this section of the forums.

There is no way to kick start his "server" instance. He is probably running the server off his home desktop which he turns off when he needs the performance back on his daily internet usage.
Unless you remote into his computer and start the server instance nothing really can be done short of him turning it on and leaving it alone.
Things like Mineplex.com are professional server hosts which run 24/7 (until an issue brings them down). These are server blades which run instances of Minecraft and its mods that people cant rent for a real currency cost and run on separate ports.

For me it would be a medium well steak with harvest potatoes, pan fried vegi mix and a Caesar salad that is not to creamy and not to oiley.
