People, seriously, try to remember that this is not the Bethesda developers (you know, the ones who actually make the games) throwing these arbitrary legal words around. This is their marketing/legal department, a bunch of guys who are for all intents and purposes, not really involved with the creation of the "Elder Scrolls" franchise itself, instead concerning themselves with the legal standing of said franchise. These are boring lawyers in grey suits paid to do the necessary evil of copyright infringement accusations.
Sure, the game devs could go to their lawyers and be like, yeah, we don't like Mojang using that name, make a case out of it, but more likely the game devs themselves had no idea about this, or just didn't care, until the whole thing was already in motion.
So don't get the guilty parties confused. The guys "making" Skyrim are (likely) not involved in this stupid legal contest.

OP, check the "Minecraft Tools" section of the forums. They may not be updated yet; actually, almost certainly not, but I'm pretty sure you can find something akin to what you need there. There are a plethora of world editors done and in development.
