if its the first one use the ip address of that computer not the public ip
anything else post a output of your console

well first let me start by saying i do this for a living not just for fun.
I worked for a ISP in my area, also as a networking company dealing with this sort of issues daily.
While you are correct in saying 192.0.0.0/24 networks and so on are not able to route in the internet. His new router can obtain a private ip address if his modem is a combo unit that was not bridged correctly.
Basic Routing Knowledge:
Modem can be a router as well, therefor it can NAT DNS and the big one witch is probably his issue DHCP.
Meaning the modem/router gave his router a private IP instead of forwarding his Public IP Obtained from his ISP
Loging into your router you can check you WAN IP address
if his modem is not bridged correctly it will had his router a DHCP address thus the Double NAT
Thus why his ports appear to be not opened
If your going to call me out figure out networking first and understand it fully
forgot to add if the modem is a combo unit and not bridged then it still will NAT, and have a active Firewall thus blocking the java platform.
it worked with old modem but not with new modem.
Leads me to believe that the modem isn't just a modem
