When can I log on?
The server is guaranteed to be up weekdays from 10:30am to 9:30pm PT, however, it will mostly be online 24/7, minus hours for maintenance and bug fixing.
Did you try enabling unsafe enchantments in the Essentials config file? I believe that would allow your enchantments to reach the extremely high levels you want to set them to.
You connect to the server using "localhost", "127.0.0.1", or your local IP address (found by typing "ipconfig" on cmd and locating IPV4 address)
People on the same network as you (connected to the internet using the same router) connect using your local IP address
Anyone not on your network connects using your external IP (the IP you would find by asking Google "what's my ip")
Don't worry, I was really confused too when I first started experimenting with servers. I explained why you need to do this in another post, I'll quote it here:
If you're confused, let me explain: you only use the external IP to connect to a server when you're on a separate network than the host computer. If you want to connect to a server on the same network as your computer, you use the internal IP.
To explain it more clearly, let's say your server is a box inside of a room, and your router is the door. You and these users [the users in the same network as the server] are already in the same room as the box. Since you are already inside the room, trying to get in by opening the door from the outside is pointless and impossible [trying to use the external IP to access your server] - hence using the internal IP. But, the users on the outside of the room [the users on a different network than the server] need to go through the door to get inside - so users on a different network need to use the external IP to access your server.
So I don't think it's a port forwarding problem, as jccrepeau stated - the server seems to be accessible by people outside the server's local network, if I'm not mistaken.
I believe a ping request would do the trick, correct me if that's not what you're asking for. If it can successfully ping the server, it's online, and if it returns "unknown host," the server is offline. I don't think you can include the server port when pinging though.
What does your run.bat file look like? The problem might be that you're not allocating enough memory to the server.
EDIT: It looks like you've only allocated 247 MB to your server... that's an extremely small amount. How much RAM does your computer have? If you have at least 8GB of RAM, try giving the server 3GB of memory and see if that works. You can adjust it more or less depending on how much you want to allocate.
If the RAM allocation works well and the performance increases enough, I guess just ignore my post above aha. Since you're just using it as a personal server for you and your friends, as long as the game is playable it should be fine.
I am actually using 1.8.1 for the server. But should I change to 1.8.3, will that make a difference?
No, the version shouldn't make much of a difference, if you'd like to use 1.8.1 that's perfectly fine. However, I would advise against using just a plain vanilla server from Minecraft's downloads - using another version like Craftbukkit or Spigot will increase performance and reduce lag.
EDIT: I stand corrected - I can't confirm your statement bearbear, but if there are memory and stability improvements, I suppose that could affect performance.
Well may I ask how do you actually change the ram and stuff because I don't really know how to?
First off, I'd recommend using Spigot (basically an optimized version of Craftbukkit) instead of the server exe. If you don't add any plugins, it's still the same as the vanilla server from Minecraft's downloads, just with better performance.
Before you run the server though, make sure you have only the latest Java installed. Uninstall all your other versions of Java and install the latest updates from here (you'll need both):
After this, you should be able to run the server just fine, but let me know if you have any problems. And Hamachi should work the exact same as with the exe you were using before, if I'm not mistaken.

Correct. Just be sure to add it to the top of the permissions, so it will be seen before the node that grants the permission to override.

Try using this link instead: http://www.oracle.com/technetwork/java/javase/downloads/jdk8-downloads-2133151.html, then scroll down to Java SE Development Kit 8u40 and accept the license agreement. Download the Windows x64 exe.
