Hey! First off, I have no clue how Windows 8.1 and Multicraft mesh. I can tell you the way that I would go about fixing this on our panel that is hosted using unix.
If you are the administrative user then this is very simple.
Simply go to Settings > Update Minecraft > Add or Remove Files.
From here you can simple name the JAR file, give the direct download link in the "File URL" box, and the direct link to the JAR files .jar.conf file in the "Conf URL" box. (Multicraft has a bunch of .jar.conf files on their website)
After you are finished with that, you can hit "Add". Now, hit "Back".
Once your files are done downloading, you can hit "Install".
Now, when you go to your server page you can simply click whichever JAR file you would like from the "JAR File" drop-down menu, hit save, then restart.
Hmm, do you have access to Settings > Update Minecraft ? If so, select the JAR that you would like to update. Select "Both Files" in the "Select" drop-down menu, then click download. After the download is complete, click install.
Now, go to your server. Click "Show Advanced Options"
In the "Look for JARS in" drop-down menu, click "Daemon JAR Directory".
Click save at the bottom of the page, then restart your server and tell me what the console output is.
