Once the Redstone update comes out, you can use the /testfor command, along with the players who reach the required Level and/or area, with that you can use a clock to keep it testing, and make sure you put a comparator on the output of the command block to know how many players there are who reach the requirements by the length of output power on the redstone wire. You'll probably also like the /scoreboard command, which is a little bit complex, but it also means you could buy things using gold (not the item gold) or have teams, or free for all with amount of kills. Note that it could make the map laggy making many clocks, so have a look at some other player detectors aswell. Check it out:
