Griefing is whatever the server admin says it is. If you're curious, ask them.
If you want to use your own definition, get your own server.
There's really no point debating it on the forum because MC servers are not democracies. They're dictatorships. Even if you were to receive nothing but resounding agreement, what good is that? "But people on the internet agree with me" is not likely to be a convincing argument.
