This is why I suggested using Netherrack to make one, as you have to actually reach the Nether to get it, which requires a portal made out of Obsidian, which can only be found naturally at very low depths, where you would have to expirience lava before having one of those boats. Its similar to how all the good ore is way at the bottom of the map.

As far as I know portals are man made, not natural generated (except if you make one, then another one appears in the nether/overworld)
