Well, most importantly you know that they do play minecraft - and when they do it (I doubt they will collect a lot of data about ingame actions).
If you have enough data, it becomes very easy to combine users into groups - for example, people that play regularly in the evening probably have a day job. Combine that with data gathered from other sources (Say, the microsoft store, xbox network etc.) and you get a pretty good idea of their age, interests, habits and more.

is it just this specific server? have you tried other servers as well?
check if you're firewall or antivirus is blocking any java connections.
try pinging the server's IP.

there isn't much to tweak without turning down any graphic settings (apart from some optifine stuff in the "performance" section)
you might want to try betterfps, it's quite a good booster for some users.
anyways, keep in mind that most of these mods are prohibited on PvP servers, as they give you an unfair advantage.

however: javas RAM management is... less than decent. so allocating more RAM than you actually need might cause even more problems. you can check with F3 (ingame) how much memory your game needs.
and don't you EVER allocate 8GB to minecraft. remember, your system needs to run in the background as well.

maybe creating a folder directory called .minecraft in %Appdata% fixes it, otherwise you have to dig deep.

maybe it's about the server you play on (speedtest.net always chooses the fastest one). bring up a commandline and ping the server's adress - if you don't know how, google is your friend.
to point this out: google is NOT your friend, it's just pretending.
and using any dots in your text to give it a clear ctructure may help supporters.

well, all i can recommend you is to compare every single setting (which you probably already tried), including things like java arguments, driver settings, dxdiag etc etc.
the only logical explanation is that some settings are not the same - and you need to find them. sorry, but that's all the advise i can give you.

just to point this out... wolfzack is having problems with his java installation - it's not the same error.
also, you can only reinstall MC by deleting .minecraft, removing the launcher is not reinstalling.
[assuming you run windows]
you might want to try an alternative launcher (if you use the .exe version, try the .jar, and the other way round). you can also try the minecraft installer.
also running the .exe as an administrator seems to fix it, but i wouldn't recommend this.
and you could try to use a different java version.

does that laptop have a graphics card (no graphics chip)? if yes, make sure it uses it (displayed in f3).
