    I was able to resolve this issue by:

    1. Opened Windows Firewall (WF).
    2. Find all the java platform rules in WF.
    3. Remove them all.
    4. Launch the Minecraft Server
    5. Wait for windows to prompt me if I would like to allow private and public networks.
    6. Checked the appropriate boxes and click on Always Allow.
    7. Now I am able to connect.
    It seems that if you have allowed or denied other java based applications, WF may have trouble distinguish them because they all start with java.exe. Also this seems to reset everytime there is a new iteration of the 64bit version of JAVA. I hope this helps.
