If you are talking about a completely vanilla, server, then no. What you can do is install Bukkit with only a plugin that blocks users with the same IP.

1. Make sure your IPv4 address has not changed. Check it with command prompt by typing ipconfig. If it has changed, you have to update the port forward with the new IP (most likely cause)

This all depends on how you have the network in your house set up. If you have a sub-network running off your netgear, you have to portforward the linksys to the netgears IP and then the netgear to the computer.
If you do not, make sure you set up the netgear without DHCP and assign it a static IP. Make sure the ethernet is not plugged into the NAT/WAN port on the netgear. If it is, remove it from that and just stick it into a normal ethernet port.

So there are technically 3 IP address types.
There is localhost (your own computer) (also called a loopback address)
There is your internal address... usually 192.168.X.X
There is your external address which your friends are using to connect I presume.
The address you need to use is the internal address of the desktop from your laptop to connect to the server.
To get that address, on the desktop, run command prompt and type ipconfig. You want the IPv4 address. Try connecting using that on your laptop.

That makes a lot more sense. 3 GB of RAM is still cutting it a bit for 60 slots. You will just have to see how that goes.

For one thing, 5 Mb/s is not anywhere near enough bandwidth for a 60 slot server. You can maybe handle 15 people on that connection... MAYBE.
Also 2-3 GB of ram is not enough for that many slots and plugins. Your server will struggle if it grows.
