What i usually do is place Persister next to the minecraft downloaded client, and then just run it from there. It's entirely possible in XP, but please next time look for a thread about persister before posting.

Do not create your own server.properties nor seperate files. Just run the batch as it came, or else it will go haywire last i believe. It will automatically generate the files for you.
New issue now however.... I keep getting this repeated over and over...
[WARNING] Can't keep up! Did the system time change? Or is the server overloaded?
Please help... I don't want to have to spend another endless night trying to figure out what it means. I am just starting with this and I am not too good with it yet..
A guy 'somehow' fixed it. It has something to do with your time not being synched.
Go to your clock and double click it.
Click on Internet Time tab.
Hit: Update Now. Apply, Ok.

Make sure no firewalls are enabled, port forwarding may need to be done.

I'm no expert, but it sounds like you've got unupdated graphics drivers. Update them from your manufacturers website.
