Is the problem just on Mineplex (judging by your screenshot) or have you tried to replicate the problem on any other servers, or perhaps single player too? If the problem is just on mineplex, a quick google search led me to this video See if that fixes it for you.
if their only supposed to desrtoy grass/leaves/dirt/glass and stone it works then... nope
they don't destroy iron and obsidian tho (hav not checked with iron bars tho)

There seems to be 2 areas on the config file where you can change the "dragongriefing= 0". If you look towards the bottom of the config file there's another. Did you try changing both to 2? Here's what my config file looks like http://imgur.com/a/USs8b
There should be something called iceandfire.cfg assuming you've ran minecraft once with the mod. Open it up with notepad or something like that and there will be an option that says
"dragon griefing - 2 is no griefing, 1 is breaking weak blocks, 0 is default" {

Friend of mine had this problem when he upgraded to Windows 10. Downgrading back to Windows 7 fixed it for him. It MIGHT work for you, but I'd only do it if you have no other option.
Just wondering will there be a 1.10.2 version because i think i'll start doing mod reveiws and i want a red vs blue base and i don't want to down grade but i might do a mini-roleplay with some 1.8 plus mods i'll try to mention evey mod creator or page so if you want contact me
Also, why would they deflect arrows while flying? Are we SUPPOSED to only be able to kill them with swords? Kinda makes the battle pointless. I'd like some ranged action, with them breathing fire or ice from above, while I loose arrows in their direction, hoping to strike the final blow.
No. If you're using regular arrows, they don't work against dragons. Try dragon bone arrows. And if you're having trouble hitting a dragon, just hit F3 + B to turn on hit boxes so you can get a better idea of where to aim.
It's not bad. But I think you want to add too much too quickly. You're talking about possible gems to trade, multiple new biomes, new mobs, etc. While none of those strike me as immediately horrible, I need more detail for all of this before I support any of it. The ideas are nice, but just like any idea, the way they're implemented can make or break them. While you are obviously putting work into this, the suggestion just seems shallow at the moment, having a lot of ideas, but not going deep into why we need all of them, and because of that, it isn't much better than a lot of ocean suggestions, and doesn't give me a good idea of how this is unique in any way.
I like the basic idea, but I think it could be more fleshed out, instead of "here's this generic mob that should be here to make the oceans more exciting". I think you could make the ideas more unique and minecraft feeling than just having a couple animals and structures made out of blocks.

Yes please, I think we do need some more ocean biomes, at least a few more than 'ocean' or 'deep ocean'
Pirate ship;
Unless I'm blind, I didn't see you put anything about what kind of loot we can expect, or the loot from islands for that matter. Just logical things, such as (maybe damaged) swords or a bit of food? Or a new item that might make finding these really worth something a bit larger, making a mini boss fight more rewarding.
Island;
This I see something I could get behind, a tropical paradise with occasional loot? Yes, please. This would be even more wonderful if the islands had their own biome, kinds of trees, maybe unique animals or blocks, etc. Also, what kind of loot can we expect from treasure chests? I'd assume this is more along the lines of gold or higher tier weapons, but doesn't hurt to ask now does it?
Bosses;
The kraken seems a little unnecessary, if we already have all this other stuff, and he doesn't drop anything useful, I understand the idea is good though, but It does need a little balancing.
Mobs;
Not a new suggestion by any means, but I like the '3D fish' idea.
This electric eel, anything special bout this guy? I think he should deal damage if you touch him/are in a range of him, because electric eels can be very dangerous in real life. Also, perhaps they could shock you? Like nothing huge, just if you couldn't move for a second or three after touching one, obviously they probably couldn't be aggressive for this to work without people drowning every time they touched one.
Sharks, again not a new suggestion, but a generally well liked one, all in all. I'm not sure about the whole 'species' of shark thing, because nothing else in MC has its own seperate types in this way. Perhaps one of their drops should be shark fins so we can have shark fin soup
Penguins, really I like penguins and seeing little tuxedo birds wandering around, getting mauled by polar bears most likely, would be amazing.
Seals, alright, these are just kinda 'why not' mobs for me, because if they serve no special purpose, and don't drop anything, then I'd feel bad about clubbing seals because they were in my way.
All around, great suggestion, if anything I would elaborate more on mob drops, attacks, and whatnot, but good suggestion really.

As for islands, the treasure would not be nearly as easy to find, so of course the loot would be much better. I was thinking of anything along the lines of materials such as diamonds, enchanted books, enchanted armor, possibly gold apples - just anything rare.
Kraken needs some serious work and I'm even considering removing it if I can't think of anything that would fit with the whole theme, but yes I agree, it needs balancing.

Must be something wrong with your forge.. where did you get it from? Should've gotten it from the forge website. Heres the link to it https://files.minecraftforge.net/maven/net/minecraftforge/forge/index_1.10.2.html just download "Latest" version and install it.
