    This is awesome, I love it! Nicely written.

    Anyhow I think that since the village is walled off you should do a test of their carrying capacity. Set conditions for a high growth rate now that all major threats have been extinguished and see what happens when the population reaches a high density. Will they become more efficient? Fight each other to death for the last carrot? Only time will tell.

    If this debuff is applied to mobs and not just the player then it may be possible to contain the wither if it's ability to break blocks was nullified. In all likelihood though it probably doesn't affect mobs or is not strong enough to stop the wither from breaking blocks. Be funny though if players could keep pet withers behind glass, but way too damaging to survival gameplay if such a boss could be caged.

    Well considering the fact that both materials to summon it come from then nether and it resembles the whither skeletons which are a nether fortress mob I think we can safely say it is a nether boss. It drops a single item: the nether star. Sure you don't need to summon it in the nether, but I think it's implied that it is summoned from the bowels of the nether making it a nether boss. So no support, just not original and the nether has a boss.

    Why are they all bowl based? You could have imagined a more diverse list I'm sure. Try to think outside the bowl (sorry for the cheap pun but I couldn't resist). Using bread to make sandwiches or something springs to mind. Some of these, especially the potato soup, are way too over powered. 7 hunger points seems way too good. Food is something that requires careful balancing, and these are way too strong. I also think the food offered in the game is diverse enough. Sorry but I think the food aspect of the game should be left as is.

    It seems you have overlooked the fact that it doesn't rain in the desert/savannah biome, and that only makes this idea worse. You will have weird walls of water bordering savannahs and deserts since their water tables will be unchanging but those in nearby biomes would rise creating large walls of water with flowing water on the edges going into these rainless biomes. The lag from that would be unimaginable, so no I don't think this is a good idea for this reason and those mentioned by others above.
