That would come with permissions. You could give donors access to a /warp donator but not have any other rank besides the donor ranks be able to go there. If you would like me to help you with that send me the ip through a private message and I could help you.
If you wouldn't mind me saying, the application format you have provided for your applicants is not very detailed or reliable. Having PvP skills or Building abilites does not dictate whether you are a good staff member or not.
