I host the server on a separate computer than I play on, currently over wireless, however I tested both and the problem persists. Port Forwarded, Static IP.
Me and one of my friends, we both live in Western NC, have no problems with latency on the server. The other friend, who lives in Ohio, does. Five or so second latency, which is pretty extreme.
This problem just appeared one day, never had an issue before. I'm at a complete loss on what to do.
Playing Don't Starve Together, the Ohio friend had no issues with latency. Playing the Forest Co Op, there was problems when I hosted, and when my other friend hosted. So I'm fairly sure it's not my end causing the issues, unless it would have something to do with the Static IP setup, since I help the others do that to their PC.
Prefered DNS server is 8, 8, 8, 8, and the Alternate is 8, 8, 2, 2. Not sure if that affects anything, but I'd been reading things about the DNS server lately.
I can't really think of anything else to include, I'll be happy to give any more additional information required.

Regardless, while not exactly the answer I was looking for, it would appear the problem has been improved, so thanks for that.

The reason I'm getting this problem is due to the large number of mods, I am aware. Fastcraft is installed on this, as well.
What I'm confused about is in the attached picture.
I've ten Gigs of RAM dedicated to Minecraft, and it's only using just over five of that, so I know RAM isn't an issue here. What bugs me is that my CPU isn't maxed out, yet I'm still getting poor frames (Actually, the 28 in that screenshot was from standing still for so long getting Snipping Tool up, I'm running 5-15 when I'm doing anything).
Is there any way to improve this?
Did Minecraft switch to running on GPU instead of CPU with one of the recent updates? (Never had a problem like this before, so I don't think it hit hard on GPU before)

Also, on that topic (not sure if it's been said, no way I'm reading this entire flaming post) the Lighting System got a really nice fix. Before in Minecraft you could have difference couloured lights, like In Redpower, but it would still emit white light. It was possible to make the light itself coloured before, but unfeasible. Now it's actually something modders are working on, which may seem minor, but I'm practically jumping out of my pants. DISCO INFERNO!

If you mean Bukkit Plugins, Mods and Plugins are two VERY different categories.
Other Software I take to mean like Modpack Launchers (Feed the Beast) and alternate MC Launchers (MultiMC) (Both of which I HIGHLY recommend).
If you're looking for mods, I point you to direwolf20 on Youtube, as he's pretty much the Minecraft Mod King.
A few of my personal favourite that don't add too much to the game but still add usefulness -
- Not Enough Items - Chickenbones
- Inventory Tweaks
- Extra Utilities - RWTema
- Ender Storage - Chickenbones
- JABBA - Professor Mobius
- Iron Chests - CPW
Those are some that just add a few nifty and helpful blocks/items/GUI that I cannot play Minecraft without.

The first run will be more of a test than actual gameplay, to see what parameters and limitations need to be set.
At the start of each round, a randomly generated world will be used. This will make exploring for bases more interesting.
Four teams of four, a total of sixteen people, will play at once.
When all four teams have assembled on the server, a four hour countdown will begin. During these four hours, teams will explore, build, mine, and prepare.
At the end of those four hours, war begins. Exploration for enemy bases, defending your own, and fighting off enemy players.
Players are advised to stay within a 1000 meter radius of spawn, but at this point it is not a hard rule.
Once the four hour grace period ends, the round will continue until only one team is left standing.
Players who die will return to spawn, where they will wait until the round ends (May possibly find a mod that lets players become invisible so they can fly around and watch)
The server will be hosted on my computer, which at the same time I will be playing on, so expect some lag at times (Part of the reason why 1000 radius is recommended). I will be dedicating four Gigs of RAM to the server, but I’ve yet to test how well that will hold up.
I, personally, have at least a little experience with most the mods in this pack, very few do I use regularly, so I will be learning as I go. So don’t feel shy about applying if you don’t have much experience. As long as you can learn and are willing to use external resources and Google then you’ll do fine.

There you will see your .minecraft, and inside that folder is a folder named Saves. Inside there is where your game worlds are saved, you can move those folders somewhere else to avoid deleting them.

From your post, I am unable to tell whether you are able to successfully download Forge from their website or not. If so, then I presume your issue is installing Forge.
For that, delete your current .minecraft Folder, to insure nothing is corrupt. (You may backup any saves you wish to keep)
Launch a new Vanilla Minecraft 1.6.4 version through the Minecraft Launcher, then close the game, and the launcher.
Run the Minecraft Forge Installer. Path to your .minecraft Folder if it has not already done so, and hit install. If it works, then you're done installing Forge. If not, then there's nothing that can be done here, I would ask for help on the Minecraft Forge Forums or IRC. Though if it does not work it might have something to do with your internet provider preventing the download of certain files, or parental controls, though that's just a wild guess.

- Delete your current .minecraft Folder, to insure nothing is corrupted (You may backup any world saves)
- Start up Minecraft Vanilla in 1.6.4 through the launcher once, then close. (Close the launcher as well)
- Download the latest version of the Minecraft Forge Installer from here - http://www.minecraft...hp?action=files
- Open the installer, make sure it is pathed to your .minecraft folder (unless you have Minecraft saved to somewhere else)
- Run the installer, once it finishes reopen the Minecraft Launcher, and select your new Profile, which by default is named Forge.
