I don't see a problem in making a living out of your creations, but this seriously will fail. I'm not putting any of my mods in there (maybe it won't even support unofficial mods)
There are already developers making money with partnership, ads, donations and a Patreon. Microsoft knows that people earn money from stuff and want to get a cut of it.
At least it's not in Java Minecraft yet

Tickrate and randomTickSpeed are different things. If you set the tickrate to 0, you won't even be able to move.
Basically, Tickrate is the speed of the game and randomTickSpeed is how many blocks in a chunk will be updated each tick

It IS loading. It's a missing feature in Forge, it loads tweak mods, but doesn't show them in the mod list. I've been requesting this feature for about a year now, I think I will add the BetterFps version in the corner of the main menu.

Maybe. I'll play around to see what reduces lag but doesn't make the game look strange.

Is it not showing in the Forge mod list? It's a problem with Forge, it loads BetterFps but doesn't add it to the mod list.

I don't know what is the problem. You need to install Forge and copy TickrateChanger to the mods folder, you also need TickrateChanger in the client.

Before 1.8, all tile entities "tick"
After 1.8, tile entities have to tell the game that they need to tick. So chests, banners don't tick anymore. And if those mods were written correctly, they will not tick either
The rendering in 1.8 doesn't affect the ticking in any way and importing this feature to 1.7.10 would break all the mods.
TickrateChanger only changes the client tickrate and the server tickrate, it is not capable of changing the tickrate of a specific thing

You can just use the Optifine installer and then the BetterFps installer pointing to the Optifine instance (double click the mod file to open the installer)

I'm pretty sure Minecraft Tweaker is only a "mod installer/launcher". It installs Optifine which is compatible with BetterFps.
There is no MCP mappings for 1.9.2, and updating the mod without it is really hard and not really worth. Sorry
