You have a couple options here , you can make a server and set it up hosting off of your home network. Or you can buy a host . If you want to make your own server I'm afraid im not much of use .

Hey guys , I am kind of tired of normal survival with a few mods or so. Since this is the mod packs I was wondering if anyone knows any modpacks. I don't want any hardcore survival thats super hard. Hey I have had a similar problem with paidranks. I could not figure it out . After about a whole day of searching i decided to find a plugin that did a similar function. This plugin is called Masterpromote.
I would recommend using this plugin. It is fairly easy to use . There are good tutorials of them out there on youtube.
you havd to know how to code with java. It is very hard to do and can make your computer slow. So i would suggest posting something in another section saying you have an idea for a mod and are looking for a developing team.

If you do not know how to download minecraft plugins here is a short tutorial on how to do this.
WHen you download it you usually get a folder. In that there should be something called a jar. It should say some thing like this
' [pluginname].jar' Then in your server panel there should be a sectokn called FTP. In that there should be a bunch of folders. Well , that is your server folders. So there is going to be a folder called plugins. You upload/put the jar in that folder. Then you reload/restart your server. then that jar forms a folder that has the plugin name as the folder name . You have the plugin!
Hey . The problem is YOU DONT HAVE PERMISSION to do that stuff. xD . I Had this problem when i first owned a server. I was so confused. The solution is fairly easy. In you McMyAdmin I am guesing there is a tab/section called console. Once you are there . There should be a little bar where you can type on. What you have to do is ' /op username' What this does is it gives you something called operator. This allows you to do almost everything. Do not disable bukkit. It is basicaly your whole server - Kinda .

Do not worry about being a super noob. We have all been there. 'Mods' are what you are calling them are called plugins. Bukkit is something that allow plugins to be added on to your server. By what you are saying you already know how to add plugins. So there are plugins which do a variety of things. You mentioned a survival server. So a few basic plugins and what they do.
essentials - It gives a variety of commands that are very helpful and useful. But when you download it , it gives a bunch of essentials. i would recomend just getting the regular essentials for no until you know how to do more stuff.
World Edit - makes building easier. Lets you do a bunch of stuff that makes life a lot easier
Worldguard - Makes protecting stuff easier.
Groupmanager - comes with essentials. It helps letting people do stuff with permissions and so on.
P.S. There are probaly a ton of youtube videos out there on how to install and use these plugins
I am pretty sure players can donate out of there free will via paypal. They can also buy packages for money and they get the stuff. But I could just 'donate' Money to a server to help them if i really wanted them to.
