Mojang does already have the template for this new dimension, and you can access it in the older betas. It could be accessed by modifying wr.class in beta 1.6.6, xa.class in beta 1.7.3 and acz.class in beta 1.8.1. Below are screenshots of the unfinished demension.
What was supposed to happen was that when you went to sleep in a bed, you had a small chance of being teleported to the sky dimension, where you would have to find a way to get back to the overworld. After getting back, you would purposly be able to go back to the sky dimension whenever you went to sleep. (maybe they intended on having a button or something after that?)
Now the accesible version is extremly unfinished, the only mob (out of every mod, even hostile) that spawns is the chicken. The only tree is oak, and the islands spawn above the limit for diamonds, meaning there's none.
After this is my suggestions, and not what mojang intended.
There would be different biomes in the sky dimension, the most common being the one shown in the screenshots, and that would also be where you spawn. The other biomes that appear would be the spruce forest, swamp, oak forest, birch forest, savanha, mushroom island and Ether (I'll get into that later). You could find pockets of granite, diorite and andesite like normally. All of the ores. Shrubs (not dead bushes) in the Savanha. Grass, Ferns, Tall Grass and Large Ferns. All of the flowers. Mushrooms. And all of the trees in there dedicated biomes. Sugercane. Basically anything else from the overworld. And clouds would spawn around the islands, which you would sink into like soul sand when you step on them. The mobs would also spawn in there respective biome.
Now comes the Ether biome, your ticket home. This biome is rare to find, but it would be just like from the mod. Only change would be the accesory system, which would only be visible once you get back to base. Like the Aether mod, in the sky dimension the sun would never set, and in the Ether biome, you would have to find all of the dungeons from the Aether and beat them, only unlocking the next one after you beat one. After beating the sun god (which would be there instead of the slider from the Aether) the sun would finally set in the sky dimension, (day/night cycle would happen). You would have to make a bed and sleep in it, in which case you would be teleported back to your original bed which brought you to the sky dimension.

My idea is to have stairs made equippable with carpets, by right-clicking on them with said carpets.
I have made a .json model demonstrating how it might look (link to a short video below)
The reason for the lack of the bottom line of carpet at the front is so the texture will not overlap with other carpets (especially if there is a different-coloured carpet at the foot of the stairs, but this could possibly be detected: If there is carpet at the bottom, miss out that line, and if there is not, it could reach the bottom).
It would be possible for all types of carpet and stairs (wood and stone-related) to be used, and maybe even slabs with a similar way of fitting in.

Thoughts: sign with text would drop as a separate 'inscribed sign' item. When held in hand, it would be more like a map, actually showing the text on it.
Placing inscribed sign by itself in crafting grid would produce a stackable blank sign.

Well, I am going to suggest slabs and stairs as being an additional string put on to the original blocks. Rather than being separate IDs like I originally suggested, I am going to say that it will be command stuff. I am suggesting that all blocks can have slabs or stairs. It will be the same crafting recipe as current slabs/stairs, just with different materials. So instead of saying /give @p minecraft:stone_slab 1 -, we would say /give @p minecraft:(any block, for example,stone) 1 0 {Slab:true}, or /give @p minecraft:diamond_block 1 0 {Stairs:true}. Now, I am aware that getting slabs and stairs through commands will be more difficult to type in, but we don't have to deal with using substitutes. Don't worry, they will still be accessible without commands or crafting. Just like potions, slabs will have their own section (and so will stairs) instead of being mixed in with other categories.

I actually suggested this a while ago, but I only suggested for creative mode. I don't really support the idea of having like 50 slots in the survival mode inventory. But I would for the creative thing. I mean, I would think it would kind of ruin the game if you did that to survival mode, but when I build things in Creative mode I always have space issues. The least they could do is add 1 more row or something. Because when you build something with a lot of banners and maps in it that inventory space goes like leaves in a fire.

This could be useful for mob traps, but one question: does it burn items also? I think it would be easier for it to be blaze powder (because I just don't like to fight blazes because they burn everything I have and burn all the drops it should give me).

TVs are NOT meant for Minecraft. I really think this feels pointless due to the fact that you can watch youtube and Minecraft at the same time when you minimize it (OK, I'm used to having it minimized because it reduces lag). It is really complicated for a TV to stream from a gigantic 100MB video, so that means that it would lag like crazy, plus putting in a bunch of 100MB videos can really add up to gigabytes of room taken.
