How will the game be able to differentiate between wires when being placed?
If you can answer that question, then a suggestion like this would be very useful.
It seems that Minecraft is taking a turn to extreme tedium. Suggestions like this make me feel the game will soon be unplayable...
And for your suggestion, it sounds like it would ruin your game. If your friend poured lava on you while you went to the bathroom for a minute, would their entire game be ruined? Let's face it: death is a common function in the game of Minecraft. Even expert players get shot by too many skeletons. Accidents happen, and this level of punishment over an accident is brutal. We already deal with losing our levels and our items. This already is a punishment. Adding the fact that each accident will make you weaker is a bad idea. I mean, what if someone dropped into a hole of lava they didn't even see? Then they lose two hearts: now they can only get 8 hearts. Then they get blown up by a creeper, and don't miraculously escape death because those two hearts counted against them. 6 hearts. Then they get attacked by a group of zombies. 4 hearts. Then they encounter an enderman that won't leave them alone. 3 hearts. Now, they have no chance of surviving in the game. Every monster will be a death sentence. Let a single zombie attack you. Get shot by a skeleton 50 blocks away. Have a spider attack you like a bug. Don't even think about surviving an enderman without a pumpkin helmet. Once this happens, the game is over. With the sacrifices of animals to the wither, how do you think the player is going to survive the game long enough to get a wither spawned and make sure the wither don't kill them before it kills some animals for the chance of getting an extra heart? By then, they would have reached the 3-heart scenario. With the heart stealing, not everyone plays multiplayer. It is ridiculous to make games better with multiplayer (with the exception of working on builds together and servers that offer games that can't be played in your average everyday Minecraft). And the fact you have to track down wherever you were killed to get a heart back is a decent part of the suggestion, probably the only decent part of the suggestion. IF this were to be implemented, it would have to give you 1-2 hearts, not just one heart. It should have a small chance of giving a third heart if the player doesn't already have 10 hearts.
Judged by this excessively long rant, I am going to give this a solid NO SUPPORT for this suggestion.

Really, why would we want this? And every MINUTE a furnace is on, the climate changes? That seems ridiculous, the whole world will eventually be underwater. And what about height limit? Would the water stop rising after around 20 blocks, or will it just rise to height limit? With sea levels "rising" how would you even tell what is "sea" and what is not "sea"? Will all the air blocks below level 63 turn to water, or will it just be air blocks that go from the "ground" to the top of the world?
There is a lot of explanation needed. I still wouldn't support the suggestion even if you did explain all this.

Exactly, that's the entire point of this suggestion.
Why not just remove Phantom entirely? They're basically broken design made by an incompetent dev.
Problem with that, player is pretty much incapable of fighting when on Elytra. Being molested while unable to fight back is incredibly annoying. Especially if they spawn during day as well. Abyssalcraft has similar mob in Wasteland - spectral dragon - and they make elytra use not 'challenging' but next to impossible, which is just plain annoying.
And elytra is already balanced by two things:
1. Landed player is missing significant portion of armor.
2. Due to spawn mechanics, landing player is more likely to have larger portion of mobs on surface.
Best change to phantoms would be to eradicate them completely.
Wouldn't be the forums if something wasn't broken.
