Even if this wasn't the case, your idea wouldn't work very well anyway. Implemented the way you did you would only be able to use 1 mod at a time (unless 2 mods use the EXACT same APIS). It really doesn't make sense to download the whole jar when there are only a subset of those files that are needed.
In saying that, I was toying with an idea for an online mod installer. Right now it only works for Forge mods (as that is all I make)
Wow, you really did your reserch, thanks for helping, (I'm not being sarcastic either) I do wish it would have worked though!
but just so you know, puting up the minecraft.jar is not fully relesing the game, otherwise it would be the only file in .minecraft, also mojang releases minecraft.jar files all the time for snapshots. but I guess it still would be releasing it from someone who didn't create minecraft.
you're right when saying "Implemented the way you did you would only be able to use 1 mod at a time" I didn't really think about it, as being more of a vanilla player, I don't really play with more than one mod at a time. (apart from playing FTB anyway)
I guess we'll just have to wait for something to be realesed for easier mod installing.
I hope your internet thing works for more than the forge mods
