Then turn on your computer, and right click your desktop. And click Configure Graphics. And choose high performance gpu. Then you should get better FPS
He could be running off his integrated GPU instead of high performance one. He most likely has a decent GPU, but it's not getting used. Intel HD graphics can't hit anywhere near 33FPS on max settings.
oh goodness thank you! i highly recommend doing the BIOS thing if you have the same problem. with fraps i get 20-25fps (still isn't the greatest but much better) and with Dxtory i get 30-35fps (same thing, but MUCH better then 10 fps) thanks so much to all of you for the help and info <3
Edit: so i was getting those fps in multiplayer, but in singleplayer and recording, with optifine i get 70-100+ fps
