Basically, you have to select all of the tiles you've made already and paste them over the new terrain.png. At least, that seems to be the fastest way for me.
If you need like a more in-depth tutorial though then we'd have to know what program you use to make your texture pack.
The game is set to detect changes to its files and re-download them if they're altered. This is how they introduced the new sounds in 1.9 without anyone having to actually update to 1.9: they changed it on the server so the game client 'corrected' them for everyone.
You could use This mod or something similar, but other people would have to download the same mod to hear the changes.
You probably enabled the option that hides common file extensions. It's entirely useless, makes it easier for people to trick you into installing malware, and makes things like this more complicated.
Just open up the file called "terrain". That's the terrain.png.
Along that note, I would look up how to remove that before you get, like,"FunnyPictureOfACat.exe" and it shows up as "FunnyPictureOfACat".

Ok, so, what kind of texture pack are you looking for? One that makes the world all cartoony, or post-apocalyptic, or plain, or hyper-detailed, or based on a certain video game/tv show/comic book/waffle, or just 'something'.
There's like hundreds of texture packs out there, you just have to find one you like.
Hey everybody who's reading this... well I kind of goofed a little and forgot to update the Lapis Lazuli Ore when I was fixing the stone texture the other day, so it looks kind of weird when you come across it in a cave. (Hooray for playtesting!)
I'm probably going to update within the next few days anyways so I'll fix it then, instead of making a new download so soon. Sorry for anybody out there with OCD... like myself.

Info/Background/Name Choice
The idea behind this pack is pretty basic. I was sick of seeing all of the dark 'n dreary "realistic" packs. Unless you live in the middle of Mordor, nowhere in the real world looks like that. So, I set out to make a pack that looks the total opposite of those, while being just as "realistic". This pack's meant to be bright to the point of obnoxious, while still being mostly faithful to the original textures.
COMMUNITY INPUT TIME: I'm taking ideas for what blocks to focus on before next update. I'm already working on all of the Nether blocks, but what else do you think I should focus on?

Q: I don't like the look of <block/mob/item>! A: That answer depends. If you know of a change that would still fit the style I'm going with, such as my cartoon bomb TNT, then I'll probably consider it and add it as an extra file in the next release.
Q: Leaves and Gravel look ugly right now. A: I replaced the leaves in 0.3 but they're still a work in progress. Gravel's just a temporary recolor while I work on the real one.
Q: Why are a lot of blocks recolors? A: Yeah that got WAAAY to long so I'll just say "If you have any problems with blocks being recolors, please post about it."

-Click on 'RENDER DISTANCE' until you get the right amount of fog.
Spawn eggs were added in 1.1 to allow people to spawn various mobs in Creative Mode because they were too lazy to fix monster spawners so that people could use them for adventure maps or giggles or whatever. However, you can't spawn hostile mobs on peaceful difficulty (Except Slimes, if I'm not mistaken.)
