What can you do? You said that you can make plugins, give more information: What languages do you know, How long have you been coding, what types of plugins do you make.

And if you have a budget of 550$ then you shouldn't look for developers on this website, you can find better quality developers on SpigotMC, they have a forum called Service and Requirement and this is where big networks find their developers, even Hypixel and Mineplex sometimes hire developers on that forum.
Now I didn't quite understand what you want and it might sound crazy but 550$ is not enough for a full custom server, depending on what features you want.
Coding experience of 2 years, and an experience of one year with the Spigot/Bukkit API. (Languages: Java, HTML, css). I also code games with GameMaker Studio, Unity and eclipse.
Available Working Hours:
Monday-Friday: 2-5 hours (sometimes more)

I used to own couple of servers, one of them was four years ago, I didn't know what I was doing but it was my first touch with plugins. Then I worked for many other servers as a plugin-developer (configuring plugins). One year ago I created a new server and I wanted it to be as good as possible, however, hosting it and paying for the other stuff was too expensive and I couldn't afford a developer, so I learned how to work with the Spigot/Bukkit API by myself. The server was a huge success but I lost interest in owning a server and wanted to be a developer so I closed it.
Why does Pocket Edition/W10 Edition keep getting all the cool features that REALLY NEED to be added to PC Minecraft, but PC Minecraft doesn't get those features?
Addons for Poket/Windows 10 Edition are like the Java Edition's mods and plugins.
I have heard and seen some videos about the new launcher for minecraft. So I want to know if it is real, what is so special about it, what are the new features, where I can get it and if it is better than the last one. Thanks!
