Make sure you are more than 24 blocks away from your spawning platform, also make sure your render distance is 10 chunks or more. Other than that making a larger spawning area could help increase spawns.
To my knowledge you can get any book of any level from villages, providing you can normally obtain it in survival. Considering there are quite a few enchantments in the game and each villager only offers 3 different books it wouldn't be uncommon for you to not have all the different types from only 10 librarians.
It depends on how easily you and others on the server can get these enchants. If you have villagers and an easy way to gain emeralds from them then firstly, charge diamonds instead of emeralds and sell your books for low prices, 1-5 diamonds each, depending on how difficult they are to obtain. If you don't have villagers but do have access to a good xp farm then your prices should be similar as well.
A general guide is to consider how much time it takes to get both enchanted books and diamonds and compare them. If you can get 5 good enchanted books in the time it takes to find 10 diamonds then your prices should be around 2-4 diamonds each.
