Because your reputation can only go down. This basically rewards you for not playing. Say you get banned from 5% of servers you go on, just from disagreements with admins and such (the dispute system is heavily weighted towards the server owners - you can just find a log of someone griefing your server and replace their name with that of the target and that suffices as "proof").
Then if you go on enough servers you'll have a pretty good chance of getting globally banned, and you can never gain this rep back, even if you have godlike status on 50 other servers. MCBans should base your reputation on the ratio of servers you're banned on to servers you play on and on which you are not banned.
Also, there are people (among them me) who were once griefers and don't do it anymore, but who can never gain back their reputation because they're locked out of all mcbans servers. To avoid this, they should either make mcbans a warning-only system (have it show someone's rep and the last time they were banned, for example), or have rep start to grow back after, say, a month without getting banned.
