Why they made them spawn in fortresses? Because often fortresses are "rare", and wither skeletons must be rare because of the wither. NO SUPPORT.
You didn't really read the description, did you? And if you did, you definitely didn't read the FAQ. The idea that wither skeletons must be rare because of the wither is a core part of how this idea is presented.

Yea, I agree with Wither Skeletons spawning at the same pace as Endermen in the Overworld, outside the Nether Fortress is a splendid idea. However, the main problem is regular Skeletons spawning in the Nether taking the Wither Skeletons spot, and therefore making Wither Skeletons rarer to find causing an even longer grind to summon a boss to wreck up. Along with that, the Nether Simply needs more attractions in it...(For the time being with no other attractions in the Nether and regular Skeletons messing up Wither Skeleton's spawning I support this change).(But I love the idea of certain mobs being held to certain regions/areas to make them more exclusion or to give them an intended guard purpose, no support the massive grind for something that barely spawns).
I agree that it doesn't make a lot of sense for skeletons to spawn sometimes instead of Wither Skeletons, but that really isn't the point of this topic. I would definitely support a suggestion for the removal of that annoying feature.
Before skeletons were made harder, people were complaining about them being too easy. I think a balance needs to be struck, but Mojang pretty much found it with the last update. A single skeleton is feasible to kill even with fists with some skill, while a group is very difficult, which is as it should be. If you don't have the proper gear, you should have to run every once in a while.
The thing is, I do not want to wander the nether looking for this. Its way easier to go to a fortress where they continually respawn.
That's the thing, though - they would continually respawn in the Nether as well, not to mention the increased searching space would make you find them quicker. They would still be in Nether Fortresses too - I mentioned that in the FAQ.

I've supported this idea for quite a while - it's one of my favorites on the forum. I even put a link to it in my user profile.
All my issues were fixed quite a while ago, which is why I like the idea so much. The pictures could be updated to reflect the new start screen interface, but that's really a minor concern.
Well, that shouldn't be too hard actually. All it needs is a bit of geometry and 3d coordinate plane algebra. All the game needs to do is create a right triangle based on the coordinates between the spotlight and the block it is pointing at and rotate it based on the angle. It's actually very simple to do.
Wow, for some reason I was thinking of a rotating block, not a spotlight of the same idea as the enchanting table. Yeah, that would work much better.
I'm not really supporting, because it gives us more reasons to go to the Nether. Sorry, but I'm not supporting this suggestion. Instead, it should just roam around the Nether, not just Nether Fortresses.

Definitely - I had no idea what I was thinking with the spotlight part being a full block. An enchanting table-esque system would work much better.

The sign will break in the first one - wouldn't want ridiculous amounts of lag because of moving blocks.
In the second, I believe only the one attached to the iron block will survive.

Ouch, that would be annoying. I think Ghasts fill up quite well the "flying hell-mob that shoots fire" for outside nether fortresses.
