I think I'm going to have to leave this group/project.
I'm not very on-board at all with the modding idea and it seems like updating might be a bit confusing anyways with so many artists and people working on it. I also have some things going on in my life that aren't that great for me, and would probably interfere with helping with this.
Well, I have thought of skinning the Enderdragon as a winged snake from Egyptian mythology. I think I have it still lying around, too.
Also, as for skins; there's an optional feature for the MC Patcher with HD Texture Fix that allows multiple skins for mobs, so they could be combined with various ideas and creatures from mythology.
Though for your ideas on modding, maybe we should make a separate thread for that and make it an optional part of the texture pack. Since people may just want the texture pack and not the mods. c:
Ah, I remember that one night where this was up temporarily for free. There were a lot of nice players and every structure I came across was amazing~
I really wish I was able to pay the $10 to join this server, but alas I'm only 17 and my parents would never allow it. |P;

Could you possibly point it our? Or does it just borrow the colors/texture for the tail and neck from some other section?

it's a great break from all those HD/fancy texture packs while not actually using the base textures for MC. :3
