Ender Sentries
Think the Dungeon Guardian from Aether II, but textured like obsidian.

They pound the ground, causing everything within four blocks of them to fly up to five blocks into the air. However, if out of melee range, they will rip blocks out of the ground and throw them at you.
They drop obsidian, and also an exceedingly rare drop of iron blocks.

Mobs and Entities
Chicken
These will give off particles shaped like feathers when hit or killed. When they are in evacuation mode (running away), they will also flutter feather particles everywhere.
I like it. Support.
Zombie
These will have small black particles flying around them, representing flies feeding off of them.
I would only support if they were very small.
Skeleton
Skeletons will give off large bone like particles when hit or killed.
I think just white chucks would look better. So, no support.

Anything on Fire
Any mob or entity on fire will have its ugly fire overlay removed; it is replaced with a barrage of fire particles. Each particle will look like multiple particles, so it could look like there are 25, but technically there are 5.
I think this would be interesting, and maybe cool. But I think the classic minecraft look would be better for vanilla.
It could be a combination.
Wither (Skeleton)
Wither skeletons will give off black skull particles.
Maybe, but I don't think so. Black particles, maybe, but I think that would look weird, and maybe too detailed.
They would be 5x5 squares with faces on them.
Potion effects
Mobs under potion effects no longer give curl shaped particles. Each potion effect will have a distinct particle.
No no no no and no. The current system is just classic, and I think it just looks good for vanilla minecraft. No support.
Speed and Haste
Small yellow lightning bolts.
Strength
Small red simple squares.
Poison and Nausea
Green skull shaped particles.
Weakness and Mining fatigue
Small grey hollow squares.
Fire resistance
Fire particles swirling around the player.
Resistance
Shield shaped particles swirling around the player.

Black particles that race towards the ground like water particles.

Nah. That would look really weird. I mean, maybe just a few that are rare to see, but I think it would look bad if it was common.
They are more uncommon that rare. You might see about three or four every ten minutes.
Leaves
Small green leaves that fall from leaf blocks and stick to the ground for a few second before despawning.
I don't think so. It would be sort of laggy, and again, is just too complicated for vanilla minecraft.
Nether
Occasionally, soulsand will relase sould like particles that drift swiftly to the ceiling.
That's pretty cool. Support.
End
Particles that look exactly like ender eyes, drift in a random direction before despawning.
I only support if they do it rarely.

These particles drift swifty in one random direction. They are attracted by fishing poles.

Dark
This has the most various particles. There are glowing eyes that only appear at light level 0, moving shapes that appear only at the edge of the player's vision, and much more.
That would look weird, and just wrong. It also could be a little too scary for minecraft.
Endermen are based off of slenderman. The moving shapes would look strange however.
Wisp
Multicolored glowing balls that drift randomly before the player approaches and they despawn.
Um, why? Really weird. Maybe only in curtain biomes?

Moving non source blocks will make fast moving particles that move in the direction of the flow. When the player jumps into a liquid, it creates a splash proportional to how far the player fell. 30 blocks is the equivalent of an explosion.
No. I think it's too HD.
Actually, it would just be the particles seen when water drips from a block with water above it.
This suggestion also implements a new option: Fancy+. This makes particles 3 dimensional, and also makes them slowly spin around like dropped items.
